About the Role

4A Consulting is seeking a strategic, mission-driven Director of Business Development to lead our growth across federal health agencies, including the Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), and the Food and Drug Administration (FDA). This leader will play a pivotal role in expanding our presence in the federal space, capturing transformative contracts, and cultivating long-term relationships rooted in trust and value.

 

The ideal candidate brings deep domain knowledge of HHS/CMS/FDA missions and acquisition environments, a strong network of federal contacts, and a track record of securing and managing complex, multimillion-dollar opportunities.

 

What You’ll Do

  • Strategic Growth Planning
    Develop and execute growth strategies that align with 4A’s mission of delivering innovative, human-centered consulting services across federal health agencies.
  • Relationship Cultivation
    Establish and maintain trusted partnerships with decision-makers, influencers, and stakeholders within HHS, CMS, and FDA. Understand their priorities, procurement pathways, and transformation goals.
  • Opportunity Pipeline Leadership
    Build and manage a qualified pipeline of opportunities within federal health, driving pipeline health, forecasting accuracy, and alignment to strategic goals.
  • Capture & Win Strategy Execution
    Lead end-to-end capture for priority pursuits, crafting compelling value propositions, win themes, and teaming strategies that differentiate 4A.
  • Proposal Strategy & Oversight
    Partner closely with proposal, technical, and delivery teams to ensure high-quality, compliant, and persuasive responses that reflect 4A’s capabilities and ethos.
  • Partnership Development
    Foster alliances with large and small businesses to enhance solution offerings, expand capabilities, and drive competitive advantage.
  • Market Intelligence & Positioning
    Monitor industry shifts, agency priorities, and competitor movements to anticipate opportunities and position 4A effectively.
  • Executive Reporting
    Provide regular briefings to executive leadership, sharing insights on pipeline health, market shifts, and BD performance.

 

What You Bring

  • Experience:
    10+ years of progressive experience in business development, with a strong emphasis on federal health, especially within HHS, CMS, and FDA.
  • Education:
    bachelor’s degree required in Business, Public Health, Healthcare Administration, or related field; advanced degree (e.g., MBA, MPH) preferred.
  • Federal Expertise:
    • Deep understanding of federal health agency missions, priorities, and procurement frameworks
    • Experience with IDIQs, GWACs, BPAs, and other federal contracting mechanisms
    • Proven success in leading and winning large-scale federal contracts
  • Certifications:
    APMP, Shipley, or other capture/proposal-related certifications are a plus.
