Fair Opportunity
Orders under NASA SEWP VI are subject to the applicable fair opportunity requirements of FAR 16.505(b) . Ordering agencies must provide eligible contract holders a fair opportunity to be considered for applicable requirements, subject to authorized exceptions and applicable ordering procedures.
The NASA SEWP Quote Request Tool (QRT) supports this process by allowing agencies to distribute requirements and request quotations from eligible contract holders.
How to Order
Federal agencies and authorized government contractors may procure eligible services through NASA SEWP VI in accordance with applicable ordering procedures.
- Define Requirements: Identify technical objectives, scope, deliverables, and performance expectations.
- Request Quotations: Submit requirements through the NASA SEWP Quote Request Tool, consistent with applicable fair opportunity procedures.
- Evaluate Responses: Review technical qualifications, pricing, and best-value considerations.
- Place an Order: Have the authorized contracting officer issue the applicable delivery or task order and route it through the NASA SEWP Program Management Office in accordance with NASA SEWP procedures.
- Coordinate Delivery: Engage the 4A Consulting SEWP VI program team for project initiation and performance coordination.

SEWP Fee
The 0.34% SEWP surcharge is included in quoted prices and is not separately listed on quotations. This fee supports NASA SEWP program administration.
